Provide programs that encourage physical and social development throughout the community. These efforts involve incubating a variety of sports athletic leagues that help build new communities of involved parents and children. It also includes community outreach efforts, specifically those where a positive police presence can be established to contrast the more commonly viewed image of police as only law enforcement.

Provide programs and opportunities that teach general safety. Efforts here revolve around bicycle safety, car seat safety and practicing safe behaviors to prepare children to deal effectively with threats posed by strangers.
